The alt + shift + up or down arrow you mention is the same command as in
Sibelius Access to move between voices, and that works perfectly well 100% of
the time in the old version too. What I was trying to communicate was that when
you right arrow within a voice within a staff, listening to the audio feedback
along the way, it does not always keep you in that voice but once in a while
shifts you to another voice, making it awkward to get to particular notes in
the middle of bars in certain voices. The only pattern I can see for what might
trigger this bug is I notice it may correlate to when there happens to be a
dynamics or expression mark near that note.
It is a problem a lot of users might not ever have experienced since having
multiple voices and complicated music within a single staff happens most in
classical piano music, so if you're not using it for that, it's something you
might not encounter much. When I do jazz composing and arranging this problem
doesn't crop up because the music is simpler with nearly always one note per
staff at a time. I use the technology for practicing classical piano music I
perform, sometimes 10+ hours a day, so it has been a godsend. I will try
downloading the new Sibelius and open some of my piano music files and see how
it does with navigation in multi-voice situations.

My only significant frustration using the old Sibelius Access system is that
sometimes it would be really, really difficult to get to the notes of
certain voices in the middle of a bar, because you would start right
arrowing through voice 2, say, and suddenly in the middle of the bar it
would flip you into voice 1. I have to do some weird workarounds to get to a
note in these situations, such as going to the next measure where there was
a voice 2 and left arrowing just the right number of notes to get there from
the other side, or going down a staff, over a certain number of notes to get
to the right beat, then go back up a staff.
Strangely when I mentioned this problem to a sighted Sibelius user, he was
able to sometimes replicate the problem on his own computer even though
obviously he wasn't using Jaws and Sibelius Access at all. He confirmed in
certain situations Sibelius just mysteriously switches you to a different
voice within a staff as you arrow through from left to right. If you're
sighted, it doesn't matter that you can't consistently track a voice, as you
can use your eyes to easily plunk the mouse down on the note you want to
correct in the middle of a bar in any voice.
I have had a few other minor awkwardnesses using Sibelius Access, like
sometimes not being able to get back onto the staff area from the areas
above a staff and being flung back to measure 1, and a breakdown in
navigating between notes of a chord (the keystroke command just stopped
working after a couple of years), but these are very minor problems. No
software is going to ever be perfect. However as I said, I would certainly
be curious to know if the newest Sibelius and accessibility handles
navigating through multiple voices in a staff any better.

Upgrade to the current version of Sibelius. Sebelius 5.25 is long dead. The
new version of Sibelius is extremely accessible on windows 10. There is also
a more current Google group servicing Sibelius access needs of blind people.
