If they are not already there then I don't know if you can tag it without
having Adobe Acrobat. And then I don't know if there is any facility to
automatically tag and untagged document with any accuracy.

There's a PDF to CHM converter. I haven't tried it out yet, because I'm
confortable with the PDF file, even though I would prefer a CHM file.
