I discovered.
WhiteNote is an application for Windows which describes the content of
a score in XML format verbally. So you should insert an XML file and
navigate through the score and read it. It has many interesting
features and you can find out more in the link below:

This program has been created to be used by blind people who don't
have access to braille sheet music, as well as those who don't use
music notation softwares.
Those blind people who can use XML files through Sibelius may not have
urgence to use WhiteNote. But it's very useful for blind students, as
it makes possible to save verbal description of a score in TXT format.
