Bandwidth usually means the -3dB bandwidth.  For a waveform that is a 
step fed into a single pole network the 10% to 90% rise-time at the 
output of the network gives you the 0.35/Tr equation.  Equipment 
manufacturers routinely apply signal processing to derive response 
beyond -3dB, sometimes with mixed results.  The guys with the faster 
transistors argue with the guys who do more signal processing about 
which gear provides the more accurate result based on other factors such 
as signal to noise, linearity, etc.
