You might check with the IBIS open forum.
They need to measure and characterize I/O's to make models.
And a model could be argued to be a spec.
There are papers about measurement techniques etc.

Of course, this level of measurement may not be precise enough for your
application.

We are investigating ways of characterization both input and output
buffers through
electrical measurement, and we're searching for related industry
standards that
describe either: 1) definitions for common buffer terms like input
voltages, output
swings, impedance, etc.,; and 2) techniques used to electrically measure
these
characterisitics in the lab.

I was able to find several JEDEC (www.jedec.org) specs related to buffer
standards,
but I have yet to find standards related to signaling definitions or
measurement
techniques.  Anyone aware of such standards?
