Hi Orin,
I believe they can make a difference, I'm not sure they wouldn't make EMC worse 
in some cases.  Do we have data showing they improve EMC performance, and when? 
 Can you point me towards any studies on their effectiveness, especially one 
that explains how they don't become resonant structures when the shield is only 
stitched to ground at the endpoints?

Hi Istvan,
It's common for flex designs to have a metal layer above (and/or below) the 
design as a "shield" (google "flex circuit shield").  These are separate from 
the reference planes and, as Scott said, generally only grounded at their ends. 
 I'm trying to understand if they serve any real purpose.

What do you mean by shield?  Co-planar grounded traces or an overall 
wrap-around shield?
