This is where the term depends comes at full strength. What type of
technology are you talking about? Then even if we are talking about Si,
today there are tons of differences even in Si, is it planer or FinFET, and
if FinFET how many fins 3, or 2 or 1 and at what node, 90nm, 40nm, 11nm? If
you're talking about an IO with reference to a standard then this becomes
much clearer example USB3, PCI-E gen3 etc.
