[SI-LIST] Signal Integrity tool evaluation

Hi All,
I am working towards evaluating a package signal
integrity tool and a 3D field solver to extract the
package parasitics and potentially embedded passives
within the package. Can someone guide me on some of
the most important aspects that should be covered in
such a evaluation proposal / strategy (Functional
Requirements, Benchmarking etc).
