Lin, a) To the extent that the waveform distortion is reduced, yes. However there are additional factors. You have more work to do than to just stick in damping resistors. b) I don't know how much you mean by "too much". If you are beyond the device specifications, you have more serious problems than just timing. If because you have only one or two chips that are very close to the controller, you don't have significant transmission line issues, then it is possible that you don't need additional damping.
