I use a free version of the venerable Vi editor, called Vim 
(http://www.vim.org/).  It has "syntax" settings for almost any filetype 
imaginable, including SPICE. It does highlighting of keywords, comments and 
numbers.  No comment collapsing, but you may be able to get the same effect 
with a thing called "folding."
