The order that makes the most sense depends on what the loss versus frequency looks like and how that compares to your loss budget. Going after dielectric loss won't make sense if you have a deep resonance issue. Conversely, if you have quasi-linear loss versus frequency, but just too much, searching for discontinuities and resonances isn't going to be very productive. Steve.
