If you are asking what number to give your simulator as a report 
threshold, it should be the value that you have budgeted into your design.

If you are asking how much crosstalk to budget, that is an infamous 
SI-LIST:  "It depends ..." question.  Reducing crosstalk imposes other 
design trade-offs.  The only absolute answer is the trivial case that 
cross-talk cannot be so severe that with no other impairments your 
signal quality is inadequate.
