See a copy of the Hspice SI Users Guide. Chapter 5 (Modeling Ideal and
Lumped Transmission Lines) has discussion of the various matrix types
and the relations between them (Branch Capacitance Matrices, Maxwellian
Matrices, and "all other conductors grounded" (OCG) matrices).

Branch and Maxwellian matrices may be derived from each other. The OCG
capacitances may be derived from either the Branch or Maxwellian values.

In the 2005.09 edition the discussion is on page 215-27.
