[SI-LIST] Looking for simple script to parse and reformat IBIS .pkg file data

I wonder if anyone has run across any publically available Perl (or
other language) scripts that can parse an IBIS .pkg format file and
extract the self and mutual elements and save them in some sort of
simple tabulated ASCII format as opposed to the banded and sparse matrix
formats that exist in the .pkg files. We may need to hack together
something to accomplish the task, but I thought I'd ask to see if such a
thing might already exist somewhere.
 

(I'm sure the "Golden Parser" code contains subroutines that deal with
the .pkg file format, but the Golden Parser source code isn't available
without a license from the IBIS committee.)
