Most of the current is supposed to be in the neutral wire, but that wire is "earthed" in multiple places, so some of the current also goes via the higher resistance earth path. You can sometimes measure significant voltages between points in the earth as a result. And current will flow to earth if there is a fault condition. That's where GFI protectors are helpful.
