You statement is essentially correct, but that's not the whole story. The 
format (- value) of the Maxwellian matrix reflects the method used to calculate 
the capacitance based on fixed voltages on the different conductors.

Dear Silisters,
By the definition of Maxwell Capacitance matrix, the Cij_Maxwell is defined as 
- Cij_spice. Does this mean that the "negative capacitance" value actually has 
no physical meaning, but merely defined this way (for easy identification of  
Maxwell Capacitance matrix from  Spice Capacitance
matrix?) ?
