Yes, the timing reference load parameters - Vmeas, Cref, Rref and Vref - in the IBIS file should be the same as those given in the device data sheet. These parameters do not affect the simulation with the IBIS model, but are crucial to the correct timing analysis. Your simulator should use the timing reference load to calculate a derated or compensated flight time for each net simulated. Use this adjusted flight time along with the driving device output timing to calculate the bus timing. The documentation or technical support of your SI simulator should give you more details about how to use the adjusted flight times.
