Alex:

The acceptable dielectric strength of encapsulating material for 
high-quality aerospace applications is >= 350 V/mil.

This range of values is based on 0.1-in-thick sample and obtained from 
Table 13.5 in the book titled "Electronic Packaging and Interconnection 
Handbook," C.A. Harper edition, 2000.

I'm not sure if this answers your question.  Hope this helps.
