Circumstances where the reference plane for some transmission lines is a
split power plane with many different rails, and where there is an adjacent
ground plane to this power plane with very thin dielectric height. The
inter-plane capacitance would essentially be your "stitching" capacitors -
although with much lower inductance, much preferred for fast edge rates.
