Again, we know little or nothing about the folks who posed the question, unless
someone on this list has heard of these specific circumstances. Heck he didn't
even advise contacting the breeder.
Fox didn't even mention the two or three most likely causes.
I typically rely on a few other folks to get me sense of the issues going on in
Germany, one of those comments comes to mind. There appears to be movement in
Germany to move to a 2 year hip certification from the 1 year, since there has
been a breed-wide increase in the incidence of dysplasia.
Secondly, the dogs that leave Germany must be approved for export and trust me
there not letting the good ones go(at least in their minds). So even tho we are
seeing some interesting animals of late, please consider the question of why
they were allowed to leave.

If I read the initial post correctly we don't even know the ages of the 2 dogs
w/ issues, do we?
My Aunt had a GSD that lived to be over 14. To this day she'll tell you the dog
was PTS from "dysplasia". Really? What about arthritis in old age? Or a spine
issue? or even DM? Lord knows the dog wasn't x-rayed and the "bad" happened
well into old age...I'd bet the ranch it wasn't dysplasia but you'll never
convince my Aunt of that.
