I highlighted what you said below because it's the first step to how I  
evaluate puppies.  A properly constructed puppy, to my eye, is  BALANCED.  (I'm 
talking 5+ weeks, once they figure out how their legs  work). Now, they can 
be balanced with no angles, some angles or a lot of angles  but the first 
thing you should notice is balance.
 
If a puppy has to gallop or bunny-hop to speed up, it isn't balanced and it 
 will never be balanced. All the wishing in the world won't make it  so.
 
Conversely, a puppy who is balanced, you just can't make them look  bad.  
Up hill, down hill, turn a corner, they stay balanced. (And yes, the  younger 
ones may do some pretty funky things with their tail at that point, but  
that's OK, that takes a bit!) Now...may not have enough on either end to  
suit, may have some other things you notice that land it in the "not-a-keeper"  
column, but it's made it past the first hurdle.
 
A youngster that bunny-hops to go faster immediately lands in my  
not-a-keeper group.
