I had a German Shepherd with this problem when I was a kid and it was a flea
allergy. It only took one flea and he would lose his hair on his back near
his tail and the back of his upper legs.
Is he on Frontline or some other product?
I also know dogs who are sensitive to those products as well.

If this was my dog I would give her a really good bath with a hypoallergenic
or puppy shampoo, rinse well, condition her coat, rinse well again, dry
completely, make sure her bedding is clean and watch for signs of
improvement. Eliminate the most common concerns before approaching the
vet.
And rinse well means the water comes down clean with no product residue.
Time consuming when you are bathing a Collie or a Chow, but still a must
do.
LOVE, LOVE, LOVE the re-circulating systems.
I had a client whose dog got a bold spot, we couldn't explain why, then it
dawned on me, I asked him if the dog was close to the heater, sure enough,
dog loves to sleep close to the heater in the winter. Mystery solved.
I dont think anyone is using a heater these last few weeks <G>, but you get
the idea.
