Wouldn't that be a waste of PC $? My suggestion to send to all breed judges is to EDUCATE their eye for a good GSD, Hopefully the Specialty judges are already supposed to know what a good one looks and moves like . . I've been judging many other breeds,plus GSDs since 1965,and you learn all the time--from their breed magazines as well as having them in the ring for you to get the "hands on" experience.
