"Coats" are one of the easiest things to understand. A puppy will get  one of 
two possible genes from each parent.  Let's call a long coat  "CC".  A puppy 
will get a "C" from that parent.  That's all they can  get.
 
A short coated dog CAN be Cc OR cc, let's let "c" = a short or normal  coat.  
If a coated dog (CC) is bred to a short or normal coated dog with NO  long 
coat gene (cc), there's no way the coat factor will express itself,  however, 
each  and every individual puppy from that breeding could  produce coats since 
it got "C" from the coated parent. 
 
If you take a puppy from above, a short coated dog who is recessive  for 
producing coats and breed it to a coat, Cc x CC, statistically, you should  
have 
half coats.  (Each puppy will get one "C" and have a 50-50% shot at  either a 
"C" or a "c"). The half who don't express the coat factor could produce  coats 
since every puppy in the litter will receive a "C" from the coated  parent.
 
If you breed two dogs who carry the factor but don't express it, Cc x Cc,  
statistically, you should have 25% coats (CC), 50% recessive (Cc) and 25% who  
don't carry the long coat gene (cc). 
 
Can you look at a pedigree and tell?  Usually.  Most people know  if there 
are coats in the background and/or if litter mates have produced  coats. That's 
not AS certain, but given the last example above,  statistically 75% of those 
puppies could produce coats, so it's a pretty good  indication.
