Sally -- I would say that at eight or nine weeks it's too early to tell. I
don't think they're born locked, but my guess is that like so many other
things it can be a strong genetic tendency. I have seen extreme puppies at
six months that seem to be pretty locked up in the rear but turn out to be
normal as they get older. I've also seen them that seemed normal at three or
four months of age, but turn out to be locked. I've heard that suspending a
piece of pvc pipe a few inches off the ground in the run so that the pup has
to hop over it as he goes back and forth can help in this department, but I
have no first hand knowledge of that.
It makes sense to me to think that if one suspected a young pup it might
help to place them on one's lap and manually work those hocks every day.

Can you tell at an early age if a dog is going to be locked in the hocks?
Can you look at a 8-9 wk old puppy and tell or does it come on later? Are
