[ SHOWGSD-L ] legislation...watch out Wisconsin!!!

Wisconsin SB-308, introduced on November 2 by Senator Plale, includes many
provisions that will heavily penalize hobby breeders including a puppy
lemon law. Read it carefully...you will be considered a commercial breeder
if you sell 60 dogs a year OR keep at least 8 breeding bitches. Of course,
the definition of "breeding bitch" is not there...so you need to know if it
means 8 entire and possibly breedable bitches or 8 that you actually breed
anytime within a specific period.
I think seriously that all of you breeders in Wisconsin need to pay
strict attention to this proposed bill. Any of you who happen to have 8
unspayed bitches are going to be covered by this bill, even if you only sold
one puppy in the past two or three years...and the license fee for you will
be $75. Not much, eh? But note further down, please, that anyone who is
found to not have the license faces a first offense fine of
$3000...subsequent offenses can result in jail time as well as fines up to
and including $10,000..........
Selling a puppy in Wisconsin will now be a really risky proposition,
too...the "lemon law" provisions give the breeder NO protection at
all.........
