I just spoke to Dr. Mary Burch, the AKC Canine Good Citizen Director. She assured me that the CGC Owner's pledge that is signed at a CGC Test is NOT the one that states "collar, tag AND micro-chip" as the only choice...it is definitely the one that states "I will ensure that my dog has some form of identification (which may include collar tags, tattoos, or microchip ID).". There is a mix-up here and she promised to get it straightened out.
