Yes, desired, the recommended best height for all other things considered
together; which would also imply that to deviate away from the desired spec
starts you on the road to extreme.

But you have to remember, and the standard states "desired". We all know
there have been many more frequently larger than smaller than what is
stated ....and those variations are not a fault.
