Not really, they learn to bark through them or worse, if you put it on
tight enough to be effective or shave his coat as instructed, you'll likely
make a hot spot.
If he is a real nuisance and/or if you have complaining neighbors, consider
finding a vet who uses a laser procedure to debark. It softens but does
not completely eliminate. Ask the sheltie people from your local breed club
for a referral.
