I failed to make my point, (shut up Paul).
What I meant was that it is a national issue, finding a way to eliminate
puppy mills. When you have a national issue, you have either the federal
government, (Department of Agriculture) or a national organization. The only
national organization that seems poised to take on this would be the AKC. I
sure
don't want it under the control of PETA or HSUSA.
