I thought this too. Then I was asked what would happen if no one, or not
enough ran by petition? Then I was reminded of the year the nominating
committee refused to nominate anyone who was on the board.
The system seems to work, and I do believe the entire list should come out
at one time, with no advance notice of who was nominated by the board.
And, if you so distrust your board to do the right thing, then don't elect
them.
