If the breeder had the pup vet checked prior to you taking possession, I would have thought you'd get a copy. If the pup does have a history with a vet, the only person entitled to those records would be the owner at the time, (so even if you did know who the vet was, you couldn't run in and get a copy), although I wouldn't see much of a problem with the prior owner sharing with you.
