The Dachshund Club of America board of directors is in unanimous agreement to 
strongly oppose Senators Santorum and Durbinâ??s PAWS legislation S1139.Â  
Parent clubs and the Delegate body were denied an opportunity to be heard when 
the 
AKC board chose to act without their input.Â  Perhaps it has been forgotten 
that it is the Parent clubs and thereby the delegates who vote for the AKC 
board?Â 
Â Â Â Â Â Â Â Â Â Â Â  Classifying individual breeders, as â??retailâ?? sellers 
will prove 
to be dangerous as time goes on.Â  Regulations such as this are also not 
enforceable.Â  The USDA cannot effectively manage to control the deplorable 
conditions in many of this countryâ??s puppy mills. The good senator should try 
to 
influence the legislators in his own home state of Pennsylvania to clean up the 
puppy mill problem there before he takes aim at the entire country.Â 
Â Â Â Â Â Â Â Â Â Â Â  The hobby breeder seldom if ever earns a profit on the 
litters 
that they breed. To the contrary, they tend to lose money or if lucky 
break-even.Â  Abuse and neglect laws in each state, in addition to the puppy 
lemon laws 
that most states have in effect protect the consumer and regulate hobby 
breeders.Â  Regulating the hobby breeder with â??numbersâ?? is simply faulty 
and not well 
thought out.Â  It does however play directly into the hands of PETA, the DDAL, 
HSUS and other radical animal rights groups.Â  Be aware of the wolves in 
sheepâ??
s clothing!Â Â  They would like nothing more than to see AKC together with all 
breeders, hobby and otherwise be eliminated.Â  This type of legislation gives 
them the foot in the door and once inside the battle will be lost.
Â Â Â Â Â Â Â Â Â Â Â  We cannot support the AKCâ??s position on this 
particular piece of 
legislation and ask that AKC withdraw its support.
