That's a safe conclusion to draw from Men's Health's "MetroGrades" on the Best Cities for Dogs. Nine of the top 10 cities are in the West. The winner: Colorado Springs, Colorado, followed by Portland, Oregon; Albuquerque, New Mexico; Tucson, Arizona; and Seattle, Washington. Why the West? Room for Rover to rove, for one thing. Many of the cities had lots of dog parks -- places where an entire park, or part of it, is set aside for dogs to run free. Plus, it just seems that more people in the West have dogs, and we gave cities points for that. The more dogs there are, the more dog-friendly a city is -- and the more company your pooch is bound to have. The other criteria Men's Health looked at: the number of pet (and pet supplies) stores, animal shelters, boarding and daycare facilities, veterinarians, and incidence of heartworm. The three worst cities? Jacksonville, Florida; Washington, D.C.; and Detroit, Michigan. Colorado Springs is a real playground for pooches, with about 250 days of sunshine a year and an abundance of outdoor activities. It earned top marks for the number of boarding and daycare facilities, and it had the highest maximum fine for animal cruelty--half a million bucks. Portland was park heaven, with the most dog parks per resident, including the 4,000-acre Forest Park. Albuquerque had the second-highest pet-ownership rate. Even its zoo has kennel services, and there's a yearly party, the Mayor's Dog Ball, to raise money to teach kids about humane treatment of animals.
