Try the National Dog Registry .... Phone number is 1-800-NDR-DOGS.
They have a huge data base and can usually find an owner with a partial
number given.
Is this dog about 8 yrs old?

It is not a German one or a USA bred Germanline, they use a specific system
with their number letter arrangements. My contact in the Germanlines said no
real way to trace it, it's just there for identification purposes.
