My four dogs are house dogs and come and go as they please via a doggy door. You don't need to "water" it. Ostensibly you are using it on wet spots...if it is to rid an area, shrub, etc of pee smell, then yes moisten the area, then sprinkle the PDZ. If you have cement runs I would do same, dampen the area, if dry, sprinkle the powder, and if foot prints are an issue, hose off.
