Well, that makes sense. But one should be able to incorporate without

to go through the hoops of becoming a 501c3. Not in GA you can't - at

not if want to do Rescue.
I am sorry, I do not want to fight with you but there are a lot of rescues
in GA that are not 501c3 organizations.
