Just because one judge got a little carried away with it one year is no reason to legislate every judge. I'd rather err on the side of too many selects than perhaps not honoring an exceptional animal just because it was a bumper crop year for great dogs. And face it folks.....with the costs of showing now, only those who really think they have a shot will be entering in the future anyway....so let's leave the incentive alone.
