This is coming directly from the California (not so ) Healthy Pets group.
PLEASE take moment to fax the board a big NO letter. All arguments re: the
bill apply here, IE wont work, never has, will increase impounds and costs
and require more manpower and is the WRONG approach. Reno Nevada, San Diego
San Francisco and Berkeley get it, so why support an over reaching,
expensive, cumbersome unfunded mandate that will blow up with the opposite
of the desired effect?

The County of Santa Clara Board of Supervisors will be considering endorsing
California Assembly Bill 1634 on June 3, 2008. The Board of Supervisors is
being asked to adopt the Resolution and send it to the Governor, the Senate
Local Government Committee members, and local legislative representatives.

NOTE: The request to adopt this Resolution reads EXACTLY from the playbook
of Lloyd Levine and Judie Mancuso. It is vital that you contact the Board of
Supervisors!!

SUBJECT: Resolution of Support on California Healthy Pets Act, AB 1634
(Levine)

RECOMMENDED ACTION
Consider a proposed resolution in support of the California Healthy Pets
Act, AB 1634 (Levine), and fo! rward it to the full Board with a favorable
recommendation.

REASONS FOR RECOMMENDATION
Constituents have approached my Office to request that the County adopt a
resolution in support of AB 1634. AB 1634 requires that most family dogs and
cats over six months of age be spayed or neutered. Pet overpopulation has
reached crisis levels in California, with nearly one million unwanted dogs
and cats entering the State's animal shelters each year.

With too many animals available for adoption but not enough homes, the
shelters are forced to euthanize more than half of them. In addition to
safely and effectively preventing unplanned, unwanted litters of animals,
spaying and neutering provides numerous health benefits and protections for
dogs and cats.

I believe AB 1634 offers a humane, sensible and cost-effective solution to
controlling pet overpopulation, since voluntary compliance is not working.
It provides common sense exemptions, including ones for working dogs,
competition dogs and cats, pets too old or ill to be altered, and
non-resident pets. Pets may also have one litter if their family chooses. AB
1634 should also reduce costs to taxpayers, who pay a staggering $250
million a year to house and euthanize the State's unwanted population of
dogs and cats.

AB 1634 has support from many key individuals and entities, including
veterinarians, animal control officers, elected officials, city councils,
and animal rescue/welfare organizations (see Attachment B for full list of
supporters). Irecommend that the County join in supporting AB 1634 as a
matter of compassion and fiscal prudence. I further recommend that the Board
of Supervisors adopt the attached resolution in support of AB 1634 and send
it to the Governor, the Senate Local Government Committee members, and our
local legislative representatives (Attachment A).

The bill has passed the State Assembly and is currently in the Senate Local
Government Committee, where it is scheduled for a hearing this spring.
