Dear AKC Delegates, Club Officers, Judges and Breeders,
 
Please pass this information on to any of your club members in the San  
Bernardino area.
 
 
The San Bernardino County Board of Supervisors will vote Tuesday, June  
22nd, on an ordinance to require the sterilization of all â??pit bullsâ??  
within 
30 days of enactment. It is imperative that responsible owners and  breeders 
attend this meeting and voice their opposition to this discriminatory  and 
ineffective policy.

Although an official draft is not yet available,  documents on the county's 
animal control website define "pit bulls" as  Staffordshire Bull Terriers, 
American Pit Bull Terriers, American Staffordshire  Terriers and any mixed 
breed dog containing these breeds. 
 
The website states there will be exemptions for  dogs registered with the 
American Kennel Club, United Kennel Club and other  registries, as well as 
for law enforcement dogs, service and assistance dogs,  dogs used for breeding 
at licensed kennels and dogs that are medically unable to  be sterilized. 
However, without seeing the actual draft it is not possible to  know exactly 
how these exemptions will be implemented. 
 
The county offers $50 spay/neuter vouchers to  those who meet certain 
requirements, but the owner must pay any costs that  exceed the $50. These 
surgeries can often cost hundreds of dollars, meaning that  this proposal will 
disproportionately affect low-income residents. Especially in  these difficult 
economic times it is unreasonable to place this burden on  residents whose 
dogs have not created a problem for the community. 
 
Many owners of these breeds are  extremely responsible, yet breed-specific 
proposals, such as the one before the  board, may prevent these owners from 
freely interacting with, showing, breeding  or performing pet therapy with 
their dogs.  Shelter costs could also  skyrocket under this ordinance as 
citizens abandon pets that have been targeted  due to breed or in order to 
avoid 
paying the substantial fines to reclaim an  animal.  Lastly, breed-specific 
laws may not withstand legal challenges  because proper identification of 
what dogs would be included is difficult or  impossible, and may be deemed 
unconstitutionally vague.  
 
 
What You Can Do:
 
    *   Responsible dog owners and breeders are encouraged to attend the 
June  22nd meeting and speak politely in opposition to the proposal. 
 
    *   If you are unable to attend the meeting, please contact your  
representative on the San Bernardino County Board of Supervisors and  
respectfully inform him/her of your opposition and ask for their support.
