Fortunately here in the state of Florida there is an exception (within the 
Florida Statutes) to vaccine requirements when a licensed, accredited 
veterinarian certifies that to inoculate or deworm the dog is not in the best 
medical interest of the dog, in which case the vaccine or anthelmintic may not 
be administered to that particular dog.  
IMO a reputable veterinarian would NOT vaccinate an animal known to be prone to 
seizures.  A good vet will know if there are provisions (legal) that allow 
exception to vaccine laws within the state in which they practice.

  Before making a decision of this kind PLEASE check your local laws.  
Regardless of wether you've had rabies or not, local laws can beestremely tough 
on unvaccinated dogs.  Weigh those laws, extended quarantine periods, etc 
before making the decision based solely on vaccination history.  Teh CDC Rabies 
Compendium stated specifically and in no uncertain terms that "A rabies titer 
MAY NOT be used in leiu of a current vaccine" as proof of protection against 
rabies in teh event of a bite or potential exposure.
