  Below is the letter Responsible Pet Owners Alliance sent to all city and
  county officials last week in opposition to the Chapter 5 Ordinance
  Revision.  Since the letter was mailed, Nathan Winograd has announced he
  will be in San Antonio on October 25.  We'll be sending them a letter each
  week with pertinent information until the city council vote which could be
  late September or October.  We keep hearing contradictory statements so
  maybe they don't want us to know exactly when the vote will be.  Think?

  Dear Mayor Hardberger,

  Last year City Council approved the "5 Year Strategic Plan for a No Kill
  Community by 2012," a diagram for significant change in the city's
approach
  to solving animal problems.  The Chapter 5 Animal Ordinance Revisions are
in
  direct conflict with the No Kill Philosophy, which is programs and
  services -- not legislation.  The No Kill Plan is doomed if these
ordinance
  revisions pass as written.

  Responsible Pet Owners Alliance appears to be the only animal group in the
  city that still supports the No Kill Philosophy which means no "adoptable"
  animals will be killed at animal shelters.  Richard Avanzino, San
Francisco
  SPCA, founded the first No Kill Program in the US and didn't believe in
  legislative approaches.  Avanzino was tapped to head "Maddie's Fund" which
  gives millions in grants to make a "No Kill" Nation.

  Nathan Winograd was the SF SPCA shelter manager with Avanzino at that time
  and later moved on to found his national No Kill Advocacy Center.
Winograd
  has been the leading force behind a number of high-profile shelter and
  community turnarounds.  San Antonio Area Foundation is bringing Winograd
to
  San Antonio in November for a seminar but that will be too late as you
will
  vote on this ordinance in October.

  I served on the Chapter 5 Ordinance Rewrite Committee with five other
  members, who appeared to be "animal rights" activists with a national
  legislative agenda (except for Chairman Pat DiGiovanni).  We were even
  provided vegetarian food.  I witnessed the hijacking of the "5 Year Plan
for
  a No Kill Community" with astonishment.  The lack of knowledge about this
  city's demographics and the source of our animal problems was shocking,
  especially for a group entrusted with such important work.  When Chairman
  DiGiovanni reminded the committee these proposals would mean more animals
  would be killed and we wouldn't qualify for a Maddie's Fund Grant, they
  didn't care.

  Chairman DiGiovanni calls the ordinance proposal "trailblazing, cutting
edge
  and a bold move."  We say, "It's a major step backwards and will mean more
  animals killed at Animal Care Services, not less."  Few pet owners buy
  licenses now and animals run the streets in packs, a public health and
  safety threat  Will the new ordinance address that?
