This kind of treatment of any living thing takes a really SICK 'person'
with a really SICK MIND!!! It is Incomprehensible!!
Any normal person could not do this ANY one animal....let alone many.
If she were made responsible to help foot the bill for the care being given
to these poor dogs now...I have a hunch she would be a lot quicker in
releasing their ownership. She should be made to do the labor in cleaning
up most of the mess.
