Short answer: YES!
Longer answer: Unfortunately, the only way you could
possibly tell if a white were masking a blue or liver
would be by looking at the dog's skin pigment. A genetic
liver would have a liver nose, eye rims and paw pads. A
genetic blue would have dark or light (but definitely NOT
black) grey skin pigment. Unfortunately, the situation
gets complicated when you talk about the dilute dilution
colors. For example, in breeds where Isabella/fawn is
allowed or seen, you can have a situation where the nose
of the dilute/dilute (Isabella/fawn) dog is actually
DARKER than in the single dilute (red, chocolate, liver)
dog. That's just a bit of an aside. ;)
I can't speak to piebald/pandas. God only knows how you'd
identify those colors underneath a white coat. Fun
factoid: white GSDs were used in the panda breeding
programs in order to broaden the panda gene pool! ;)
