You are right Ed.  I had a call last week from a lady looking  for a male 
puppy; the family consisted of her, herself and nine year old  daughter.  Mom 
and 
dad worked different shifts, so for most of the day and  adult would be 
around, BUT, the only fence they had was around their pool.   I have no 
puppies, 
but still, I spent the better part of an hour telling her  what to look for in 
a 
breeder, her rights as a puppy purchaser in PA, patiently  answering her 
questions (food, crate training) BUT also suggesting she  strongly consider 
fencing a section of her ground.  Why?  Because in  her mind, nine year old 
daughter 
(unsupervised) was going to walk the  doggy.  (The image of a nine year old 
trying to hold onto one of my males  who had another idea flashed through my 
mind, followed by the image of her  neighbors, nice neighborhood BTW, when 
puppy 
then dog was allowed to defecate on  THEIR very manicured lawn).  So, we 
spent some time discussing a safe,  fenced in play area.  You know what the 
lady 
learned?  To say "yes" re  the fence question.
 
I'll still make sure, with very few exceptions, mine go to a home with a  
fence.  But there will be BYBs and millers who will gladly sell a puppy to  
those 
I'd never consider.  And you know what?  So be it.
