Pine shavings are fine, if you have to use them.  Puppies eat them, though and 
then get diarrhea.  Also, once used, where will you put them?  A pine shavings 
pile?  I don't think this would be good, if you intend to sell your house 
UNLESS you have a lot of land and can spread them out, rake them, in different 
areas--since they're wood, they WILL decompose, eventually.  You constantly 
have to relace and replenish shavings, so I don't think they're cost efficient 
either.
You can disinfect the ground with Sweet PDZ--a horse product, which can be 
bought at any Agway.  PDZ is granules.  I put it on the part of my enclosed 
"dog yard" that is near the house--no odor whatsoever!  Hope this helps!

PS:  Just remembered!  I have a triple Mason Kennel on 2ft by 2ft concrete 
patio blocks.  They are the next best thing to poured concrete, plus have the 
added bonus of being movable.  I bought them at a concrete place in Newburgh.
