The Problem is that Knowing it and being able to Prove it are two different 
things.  Reporting it will do little or no Good without Evidence (Photographic, 
perhaps) to back up any Allegations.  I think that most of us have CellPhones 
with Cameras in them, that can be put on Silent Mode, to get some incriminating 
Evidence that would stand up in an AKC Hearing.
 
Sally is quite right when she says that we should refuse to hire the Handlers 
who do it, and refuse to deal with Owners who tolerate it, and let them know 
WHY you won't deal with them.  That's known as a Market Solution to the 
Problem, but by itself, I don't think it would be as effective as when coupled 
with Ironclad Proof.
