Just curious; how do you propose holding people who don't have much  
"responsible"?
 
Because I'm thinking some of these folks who can't hardly take care of  
themselves or their children, who don't have a pot to pi** in, really don't 
have  
the deep pockets to cover the medical bills that are the result of them not  
being "responsible" for their animals in the first place...or do you mean  to 
make them responsible to society by locking them up and asking  tax  payers to 
be "responsible" to cover their room, board and three squares???
 
"Hold owners responsible" is a great sound bite, but like I say, I'm  curious 
to just how that would work....
