Not only rescue groups, but regional clubs also. Pablo is our club  
treasurer, and it took him less than 15 minutes to file our club with the IRS,  
once he found the numbers he needed.
 
I dont think any rescue group or regional club can afford to get fined,  
especially when the large majority have nothing to pay for !!!
