Find 3-5 sites, rotate the National within those sites. Commit/contract the
sites2-4 Nationals down.
Membership plans ahead. Sites learn what it takes to better accommodate the
fancy. People know what to deal with when they get there. The entire
membership has an opportunity to attend and participate at a national.
